Tehachapi Resident Named East Kern Operations Manager

Hall Ambulance has appointed Thomas Freeman, a Tehachapi resident, as the operations manager for its eastern Kern County service areas, which include Tehachapi, Mojave, Rosamond, California City, and Boron.

His new position oversees day-to-day ambulance operations in the region, including managing paramedic field supervisors and all three shifts of paramedics and emergency medical technicians assigned to the area.  While his office is located at the Company’s Mojave Air & Spaceport station, most of his time will be spent out supporting the EMS crews and maintaining relationships with hospital staff and local public safety agency personnel.  Freeman will also represent Hall Ambulance at city council and chamber of commerce meetings while seeking community engagement opportunities.

Freeman says he is excited to serve the East Kern communities because he has worked in the area for most of his career and considers it his niche and home.  “My family and I have deep roots here and have been part of the community for a long time,” Freeman said.  “I am looking forward to making a positive impact while upholding the standards of our founder, Mr. Hall.”

Freeman began his EMS career with Hall Ambulance as a graduate from Class 30 of the Hall EMT Academy in 2015. After gaining some field experience, he chose to further his career and was accepted into Class 2 of the Hall Paramedic Academy. He completed his training and started working as a paramedic in January 2021.  In 2023, Freeman advanced to a relief field supervisor position before being appointed as a full-time paramedic field supervisor in March 2024.

Hall Ambulance began restructuring the management of its 9-1-1 service areas in 2021 to provide leadership closer to the paramedics and EMTs serving each area.  The process started with splitting West Kern Operations into North Kern and South Kern.  With the promotion of Freeman, the East Kern service area was separated from the Metro Bakersfield, making it the final geographic region to undergo realignment.  Hall Ambulance’s other operations managers are Darrell Stapley (Metro Bakersfield), Ryan Strange (North Kern), and Armando Lazaro (South Kern).

Founded by Harvey L. Hall in 1971, Hall Ambulance is the 9-1-1 paramedic provider for 94% of Kern County’s population.  The Company began providing ambulance service to Tehachapi in 1979 and Mojave, Rosamond, California City, and Boron in 1994.
